It’s not only applications for temporary residence permits that are being
delayed, the procedures for obtaining a permit for a longer stay have now
ground to a halt. Until the beginning of September non EU citizens had to
apply to the aliens’ police, but due to a shortage of labour the
‘Vreemdelingendienst’ as it is called, they have been forced to close the
desk there.

However, no replacement has yet been set up. The task of issuing residence
permits for longer stays is due to be transferred to the municipalities,
but no official instructions have been given yet by the Ministry of
Justice. According to the spokesman for the Municipality of Wageningen, Jan
van Woerd, his department ‘Burgerzaken’ is unlikely to take over these
functions until April next year.

The labour shortage at the Vreemdelingendienst means that they are only
dealing with residence permit applications by appointment, and they are
already fully booked until June. In the meantime those who need a permit
can expect problems: a residence permit is needed to be able to register
with the municipality, for getting a social security number (SOFI number)
and insurance and also opening a bank account. “We can’t do anything at
